De recente ontwikkelingen in Saoedi-Arabië kunnen deze transitie in een stroomversnelling brengen.

Natuurlijk heeft de dollar nog steeds diepe wortels. Niet alleen omdat de meeste internationale transacties in deze valuta plaatsvinden, maar ook omdat centrale banken al decennia lang dollarreserves verzameld hebben om dit monetaire systeem te ondersteunen. Landen als China en Japan hebben bijvoorbeeld ruim $1 biljoen aan Amerikaanse staatsobligaties op hun balans staan, waardoor ook zij er geen belang bij hebben om de dollar helemaal te laten vallen. En dan hebben we het nog niet eens over het feit dat er over de hele wereld in dollars geleend wordt, waarmee een voortdurende vraag naar deze munt ontstaat.
Een transitie van de dollar naar een nieuw monetair systeem zal daarom denk ik niet van de ene op de andere dag plaatsvinden, maar we moeten er wel serieus rekening mee houden dat het exorbitante privilege van de Verenigde Staten zal verdwijnen. De meest voor de hand liggende reden daarvoor is dat het economische zwaartepunt in de wereld naar Azië verschuift.
Olie in yuan
Neem bijvoorbeeld Saoedi-Arabië, een van de grootste producenten van olie in de wereld. Van alle olie die dit land produceert gaat ruim twee derde richting Azië, tegenover slechts een vijfde deel voor het hele Amerikaanse continent en een tiende deel voor de Europese markt. Waarom zou Saoedi-Arabië nog in dollars blijven handelen, als haar belangrijkste klanten in Azië zitten?
Als China graag de olie uit Saoedi-Arabië in de Chinese yuan wil afrekenen, dat moeten die twee landen daar onderling uit kunnen komen. Zeker als Chinese bereid is te investeren in de economie van Saoedi-Arabië. Ook lukte het Iran vorig jaar om olie in euro’s af te rekenen, zowel voor de export richting Europa als voor de export naar China en India. En daar krijgt het land veel investeringen vanuit Europa voor terug!
Petrodollar
Toen Saoedi-Arabië en de Verenigde Staten een deal sloten om olie uitsluitend in dollars te verhandelen was er geen levensvatbaar alternatief, omdat alleen de dollar in die tijd voldoende liquiditeit en omvang had om olie mee te verhandelen. Andere landen konden het daar wel niet meer eens zijn, een beter alternatief was er toen eigenlijk niet.
Die situatie is vandaag de dag wel anders. Met de komst van de euro is er een tweede wereldmunt, een neutrale en onpartijdige valuta die door alle landen gebruikt kan worden om olie mee af te rekenen. En dan heb je natuurlijk China, dat nu al de grootste importeur van olie is en binnen afzienbare tijd ook de grootste verbruiker van olie zal worden. En daarmee kan China ook meer haar stempel op de oliemarkt drukken.
Belangrijk is om de ontwikkelingen in Saoedi-Arabië de komende tijd goed te volgen. Een nieuwe regering rond kroonprins Mohammed bin Salman kan de deur openen naar een nieuw tijdperk, waarin andere landen opnieuw onderhandelingen zullen voeren.
